I’m a NO on the Operational Council and a YES on the Prop House. Here’s why 👇
🏛️ 1. Rug DAO Operational Council - Revised!
Establishes a 7-person Operational Council with a 3-month trial period and 12-month term:
The Council is NOT to exert force or executive control/power
👎 I’m Voting NO on the Operational Council
The Council effectively has no power and is written to function as sort of a rubber-stamping subsidiary of the Core Team instead of as an independent counter-weight to the Core Team to safeguard Rug DAO. This setup also threatens legal decentralization by further centralizing power with the core team instead of building independent governance.
The Council is dramatically underpaid ($500 $USDC and 500 $RUG/month) which IMO risks less-engaged candidates who volunteer their time (not sustainable), or candidates who monetize their council duties with $RDAO graft. Neither are sustainable or healthy for Rug DAO.
While I like the 3-month trial period, 12-month disqualification is a bad idea and will make it difficult to build long-term oversight. This decision is unnecessary at this time. Why not seat an operational council for a 3-month season and then terminate the council until another proposal passes?

💸 2. Prop House - Rug DAO Frictionless Grant Program
Establishes a Rug Radio Prop House and funds two trial rounds:
Round 1 (November): funds 5 proposals .5 ETH each
Round 2 (December): funds 3 proposals 1 ETH each
Any ETH wallet can propose a prop
👍 I’m voting YES on the Prop House
Prop.house is a powerful tool to pay builders and that’s what Rug Radio needs. I fully support this proposal and thank @loxley especially for moving forward on a Rug Radio Prop House.
Lilnouns has used prop house to fund a community figma library, a gamified alt-frontend, and a carving contest to proliferate the lilnouns meme.
I think this proposal should include a marketing budget to:
Attract builders,
Hold info sessions, and
Make sure that $RDAO Holders and Builders speaking mandarin, French, and Spanish can access the prop house
I also think the proposal should address KYC requirements for builders that make clear whether individuals on the SDN OFAC sanction list or residents from OFAC-sanctioned countries are eligible to be funded as I do not believe that multi-sig signers should be forced to sign transactions funding builders on the SDN list or from OFAC-Sanctioned countries.
